lose weight get muscle

I stumbled on this site researching info about HIIT workouts....I hate my thick thighs and sagging butt, I also seem to have "lower back fat" right around the tailbone area that I hate too. Ive been doing a treadmill interval workout that is 10seconds fast 6.5/7mph then 10seconds rest which is for 10 minutes and repeated 3 times. My legs are getting bulkier rather than feeling leaner, am I doing something that is defeating the purpose of losing weight??? What do you suggest? I was thinking of buying the 28 day Body Makeover Book and trying that out. I do not belong to a gym I work out at home. Any help is appreciated!!! Thanks
